Winning the Battle of Dresden is required for unlocking the Battle of Ligny.

Winning the Battle of Dresden, in turn, requires winning all previous battles. You basically need to start with the Battle of Lodi and progress from there. In cases where two battles are unlocked (for example, Austerlitz and Trafalgar), you only need to do one of the two to progress.
