
Grand Public Academy
Academis of Culture is a building chain in Total War: Three Kingdoms. The building is unique to Kong Rong and serves to replace the normal Schools chain. The effects are wildly different from the normal chain, however. It provides local population growth, and migration from neighboring commanderies, public order, income from all sources, and a reduction in the construction of Agriculture buildings. The alternate path focuses less on population, generating income from culture.

Public Teachers
Those who are gifted with knowledge have a responsibility to share it. If righteousness, loyalty and harmony are the tools with which to build a better world, then all people should have the opportunity to wield them. In private schools and academies, the elite learn the classic texts to prepare them for great things, but the very exclusivity of education contradicts what is being taught. The hiring of public teachers, to pass on their knowledge to the less fortunate, can only benefit all, and will attract migrants seeking ways to better themselves and their futures.

Each question raised by a student and answered by the tutor illuminates all present and prompts further mutual investigations. Education provides people with the knowledge to carve a greater future for themselves, and any settlement that can boast a public school will surely attract more people to it.

Heaven does not discriminate as to who it bestows greatness upon and perhaps, if provided the opportunity, a person of talent will rise to fulfil their destiny for the benefit of all.

With wisdom comes understanding and harmony. Within the walls of this structure, 'new' classic texts have been dictated by elderly scholars old enough to remember the content of them before their destruction, and 'old' classic texts have been rediscovered from their hiding places in the homes of Confucius' descendants. Though from the past, their teachings can be re-contextualised to provide workable solutions to new problems. With knowledge comes harmony, leaving the population less to feel unhappy about and creating a more peaceful populace overal.

Mastery of these texts is aided by companion commentaries by elderly scholars that illuminate important passages and readings in the light of modern times and values. Study of past knowledge and how to apply it to modern problems and dilemmas helps people to solve what ails them, leading to a happier population.
