Pride in one's nation is a powerful thing, and what better way to instill national pride than to build a structure that celebrates the great achievements of the country? Be it past victories, advances in education and technology, or a collection of treasures, such structures provide a stage to display achievements to the world. National standing compared to other nations is vastly important in matters of diplomacy, so a public demonstration of national power will improve prestige.
The Arc de Triomphe was the brainchild of Napoleon, and was intended as a grand celebration of the victories of his Imperial armies. He did not live to see its completion, and King Louis-Philippe formally inaugurated it in 1836. The arch was fashioned after the monuments of Imperial Rome, and it stands at an impressive 162 feet tall, making it the tallest triumphal arch in the world. It has been used to commemorate the French dead of both World Wars, and is the site of the Tomb of the Unknown Soldier. Buried there in 1921, this unidentified body acts as a symbolic representation of all those unknown French soldiers who died in the Great War.

The Arc de Triomphe grants a movement bonus on the campaign map to all French units. This stacks with any technologies, buildings, and general traits. French armes already benefit from the General of the Grand Armee trait, giving them a 5% movement bonus, so constructing the Arc de Triomphe stretches their mobility advantage even farther.
In the singleplayer Europe campaign for France, a mission is issued for building the Arc de Triomphe. Completing this mission grants an extra chevron of experience to each existing land unit in the French army. Completing the Arc de Triomphe before the mission is issued prevents the mission from being issued and does not grant experience. The experience bonus is a one-time boost and cannot be activated again even if the Arc de Triomphe is destroyed and rebuilt. France does not gain this boost upon building the Arc de Triomphe in the multiplayer Europe campaign, nor in the Campaigns of the Coalition.
