War is too serious to be left to brave amateurs.
An army war college allows the recruitment of modern units in a province. Only one may be built. Warfare as an academic, intellectual challenge is the modern way; individual bravery is still of value, but the scientific approach to crushing an enemy has much to recommend it.
When the Meiji government created a war college in 1882, they employed Prussian officers as teachers and to create a syllabus. By then, the Prussian military system had proven to be most effective, defeating both Austria and France in lightning-quick campaigns. Part of this effectiveness was attributed to the high professional standards of the senior Prussian officers, and it was these standards that the Japanese wanted to have in their army. In one sense, they did produce able men including several prime ministers, but fierce rivalry with the Imperial Japanese Navy was always source of tension and created competing national objectives.

Army war colleges unlock Shogunate/Imperial/Republican Guard Infantry, as well as Shogunate/Imperial/Republican Guard Cavalry, the final tier of military units.
Army war colleges are best built in regions with a blacksmith specialty, to produce units that are more accurate and/or have more armor. Other candidates include provinces with a holy site, for units with a better charge bonus (this is particularly useful for shogunate factions, to train even stronger Shogunate Guard Cavalry), or a province with copper, for cheaper units. While only one army war college can be built, more can be obtained by capturing provinces where they are built. Letting a region with an army war college rebel, building another one elsewhere, then recapturing the region is an easy way to obtain more than one army war college.
As machines are required to build this building, trade with foreign powers are also required. Should trade with foreign powers ever be lost, then the building is permanently unavailable. Army war colleges are considered military buildings, and therefore benefit from events that reduce the construction times and costs of upgrading them.
