A British trading district improves the port defences in several ways, and improves the value of exports to the outside world.
While the Victorian era is seen only as a period of rampant colonialism on the part of Britain, a considerable amount of wealth was generated as a result of trade concessions. Substantial profits could be generated by "managing", or controlling, a nation's trade, rather than running the place. This had been the original purpose of the East India Company: actually ruling India was an almost accidental consequence of the Mutiny in 1857, and the imposition of British government control rather than private enterprise in Company affairs. It was yet to dawn on the British Civil Service that, while ruling large swathes of the world was all very nice, an empire was extremely expensive in terms of money and manpower.

British trading districts greatly increase the wealth and wealth growth of regions they're built in, and unlock Royal Marines and the Ironclad - Warrior class. They are also useful for building wooden ships as they have more training slots than trading ports, though they cannot build copper-plated or armored ships.
Only one British trading district may be built per faction. However, factions may own more than one if they capture regions where they are already built--a highly lucrative endeavor. British trading districts are best built in regions with the coal resource, to capitalize on the cheaper ship production, or regions with a smithing tradition, to maximize the combat effectiveness of the marines. British Trading Districts only unlock Royal Marines and Warrior class ironclads for factions that have established a diplomatic mission with Great Britain; should factions that don't have diplomatic missions with Great Britain capture a province that has a British Trading District, they still gain the economic benefit, but cannot recruit these units.
British trading districts have a hidden benefit of providing a large discount to ships built in them. This is an even larger discount than coking plants, making British trading districts the best ports to build wooden ships.
Factions that capture regions with British trading districts but do not have a diplomatic mission established with the United Kingdom cannot build Warrior class ironclads, nor do they gain access to Royal Marines.
