A cadet school allows the recruitment of modern units in a province. Training to be an officer takes a long time, and the best officers, the most dedicated professionals, are those who are trained from an early age to consider the army's interests before their own.
As part of the efforts to modernise and professionalise armed forces, it was recognised in most countries that it made sense to teach young men the rudiments of military wisdom. As new guns and rifles arrived on the battlefield this became even more of an issue. In many countries officers had been trained by a sort of apprentice system, joining regiments directly as ensigns, cornets or junior lieutenants. While this was undoubtedly good for fostering strong bonds with their new units, it also meant that young officers also learned all the bad habits and prejudices of their senior colleagues. Only the seriously technical branches such as artillery and engineers avoided such problems by requiring officers to be educated.

Cadet Schools train basic modern units: line infantry and sabre cavalry. Sabre cavalry pale in comparison to Yari Ki from Traditional Dojos, but line infantry are the best early game rifle armed infantry, and greatly improve as generals, agents and technologies boost their stats. Unless staying at a low level of modernisation and sticking with traditional armies, having at least one cadet school from the early game is crucial to bolstering armies throughout the campaign. After Arms Deals is researched, cadet schools can be upgraded to barracks, which can train light infantry, revolver cavalry, and improved line infantry.
As the vast majority of modern units primarily rely on rifle or pistol fire, cadet schools are best built in provinces with a smithing tradition, so that its units benefit from the increased accuracy. Cadet schools also produce troops with superior charge bonuses when built in provinces with a Buddhist tradition. Finally, cadet schools built in provinces with a copper specialty produce modern troops at a discount.
Even if modern units aren't being trained, cadet schools are still useful buildings in recruitment hubs thanks to the extra training slot they provide. Cadet schools also serve a useful function during fort defense as they spawn a valuable unit of Garrison Infantry in defense of province capitals they are built in. Cadet Schools are similar to traditional dojos in that they both provide garrison troops. Cadet schools spawn better garrison troops, but traditional dojos don't increase unhappiness. Cadet schools are considered military buildings, and therefore benefit from events that reduce the construction times and costs of upgrading them.
