Campaign Map[]

The campaign map is divided into provinces. Every province has three settlements, one capital and two minor settlements. A settlement either belongs to a faction, or it is desolate.

Forces and Agents[]

The amount of forces and agents a faction can have depends on its imperium level.

Imperium Level Threshold Armies/Hordes Navies Priests Spies Champions Governors
Insignificant 0 2 1 1 1 1 1
Noteworthy 10 4 2 1 1 1 2
Impressive 20 6 3 2 2 2 3
Inspiring 40 8 4 2 2 2 4
Intimidating 80 10 5 3 3 3 5
Terrifying 160 12 6 3 3 3 6
Supreme 320 14 7 4 4 4 7

There are two kind of factions: Hordes and Settled factions. Hordes cannot hold settlements and cannot build navies. Instead of armies, they have hordes, which are a combination of an army and a settlement. Nomadic Factions are always hordes, while Roman Factions and Eastern Factions are always settled (with the exception of the Tanukhids). Barbarian Factions can switch between hordes and settled.

Hordes[]

Hordes are the main forces of horde factions. Similarly to armies, they contain military units, are led by a general and have integrity. Similarly to settlements, they have buildings and require food.

The amount of hordes is limited by the Imperium level. Raising a new horde requires a base 2 Population surplus plus an additional 2 population surplus for every owned horde. Additionally, every extra horde gives a global -5% Tax Rate and -1 Integrity.
