Cannon foundries make guns and the associated ammunition and equipment for artillerymen.
A cannon foundry allows artillery units to be recruited. Cannon production has improved greatly since 1700, as the invention of machine tools and better methods of casting have made producing cannons a much safer occupation. The changes also mean that the guns themselves are far more reliable. Their range and accuracy are vastly better than early 18th century pieces, which were usually made using the same technique as bell founding.
Before the 19th century advances in cannon production making guns, like any casting work, was a dangerous business. If the sand moulds were even slightly damp then a steam explosion could occur. Anyone nearby was likely to be killed or maimed by hot or molten metal and pieces of the mould.

Cannon foundries are the lowest level of ordnance building, able to train only 6-lber Foot Artillery (and militia, which all other region capital buildings can also train). They slightly increase recruitment capacity (for any land unit type) of a region. They can be upgraded to Ordnance Factories.
Regions that are recruiting hubs for artillery benefit greatly from the army line of buildings (cantonments to staff colleges, which greatly increase the number of units that can be trained per turn.
In The Peninsular Campaign, the Cannon Foundry line of buildings is absent. Instead, the army line of buildings produces all land military units.
