182 - Chen Gui (grey)

Chen Gui starts the Mandate of Heaven campaign in Beihai commandery and is at peace. Chen Gui is far removed from the Zhang brothers to the northwest. When the Mandate War launches, Huang Shao may rise up in Dong commandery and, if he chooses to expand eastwards, might pose a threat to Chen Gui. Minor generic Yellow Turban leaders may also rise up within Beihai. A much more significant long-term threat is Kong Rong, who will rebel with a far a greater force in Chen Gui's territory at some point.
