In Shogun: Total War, an emissary is an agent avaliable to be recruited by a clan for diplomacy. They are the first example of a diplomat agent in the Total War franchise.
The primary use of an emissary is making alliances with rival clans. The emissary can also attempt to bribe an enemy Taisho to join your faction, the chances of success depend on the emissaries experience rating. There is a risk, however, that the daimyo will receive his emissary's severed head should his offer prove too insulting. The emissary parallels with the diplomat and gentleman roles in the later Total War games.

These are Samurai trained in all the traditional arts and used as diplomats. They are sent to enemy Daimyo on missions to propose treaties. All Emissaries gain experience each time their mission succeeds. Experience is the only defence against Ninja Attack. They also act as spies, giving useful information on enemy defences.[1]
