Government support is a building chain in Total War: Three Kingdoms. It gives a bonus to food production, a bonus to income and a reduced construction cost for Military buildings. Its two paths are very similair, with the only change being whether or not you want a balanced bonus to food and income or if you want more food.

Drifter Farming Camp (level 1)[]
A new start and a new hope for the destitute and unemployed. Fortune has not been kind to China; whether suffering the ravages of a divided empire through war, or famine, drought and floods, the people of this land are increasingly disenfranchised, with many losing their livelihoods and homes. This massive uprooting of the populace, fleeing disaster and searching for new homes, displaces many, causing them to become drifters. To combat this, government-sponsored farming camps are set up to put the people back to work, attracting people to the land in return with the promise of work and new homes.

Farm Labourer Camp (level 2)[]
Work can build a community, as it grows in concert with the crops it cultivates. The workers are the backbone of the land, and when they suffer, China suffers. Heaven’s judgement is punishing China with flood and famine, and many have lost their homes and livelihoods to disaster. To survive, they roam the land looking for new opportunities. A farm labourer camp, where families can live and work, gets the people back to work again so they can rebuild their lives and be of service to China. The camp attracts many new people to the land in the hope of salvation from despair.

Workforce Distribution Office (level 3A)[]
For a place to become a home, permanent roots of work and family must be planted. The people need work to live, and China needs people to till the land and raise crops, especially in these troubled times. Evacuees, drifters and ex-farmers come here looking to start their lives afresh. From this office, a register of each person and household is made, and then the available work is distributed among them. The work is mainly agricultural in order to increase crop yield, but also important public works, such as regular road and bridge maintenance.

Commandery Irrigation Works (level 4A)[]
Harness the land’s natural wonders for the common good. By harnessing and controlling water, crops can be grown faster, and a much more even overall growth can be achieved. Many parts of China benefit from good, regular rainfall, but there is also the famed Yellow River and its tributaries, which can be directed along canals and channels leading to the fields. This increases the yield produced, the dependability of farms, and the likelihood of good crops being grown.

Grand Irrigation Canals (level 5A)[]
New advances increase the ebb and flow from the source. Grand irrigation canals divert and control flow from tributaries, and channel the water to local farms for irrigation. A plentiful supply of water, flooded under controlled conditions and at the right time, will vastly improve the yield, speed and quality of agricultural crops. Sluice gates and chain pumps, powered by waterwheels or oxen, are some of the technical advances in irrigation, and part of the work involves ensuring these are maintained and repaired so they stay functional.

Farm Supply Storage (level 3B)[]
Every seed has a season; a time to grow and a time to be harvested. Once workers have been gathered and allocated homes, they must have tools in order to work. The supply storage town provides the workers with the seeds of the crops planned for production for the next harvest. These crops are specially planned each season for the greatest possible yield; the staple crops being wheat and barley in the winter and millet in the summer, along with beans and rice. This ensures that the crop is always grown in concert with the weather and other seasonal characteristics.

Farm Tool Distribution (level 4B)[]
Ready and easy access to tools is vital for increased efficiency. Tools such as wheelbarrows and new ploughs with adjustable struts and curved mould-boards make farming easier, whether pulled by people or animals. These tools are expensive and above the reach of peasant farmers, but government support in the form of tool distribution, in the interest of increasing China’s crop yields, puts these invaluable implements into the hands of the workers, increasing food and income and attracting more people to the land.

Winnowing Machine Workshop (level 5B)[]
Not all parts are useful; discard waste to improve and preserve quality. Before grain can be used, excess chaff and pests such as weevils must be removed. This is done by winnowing using one of several simple methods, such as throwing the grain into the air and allowing gravity to filter out the lighter chaff, or simply sieving it by hand. However, a more efficient method is to use one of the new winnowing machines. The grain and chaff mixture is put into the machine, where a rotary fan blows away the chaff as the grains are sieved into the separator.
