Ishin Shishi are a type of agent in Fall of the Samurai.
Description[]
In Fall of the Samurai ishin shishi are Imperialist activists whose mission is to wrestle power from the Shogunate and restore it to the Emperor. They are expert propagandists who can rally a population or persuade an enemy army to support the emperor, uncover enemy agents on friendly territory, instil Imperial fervour in friendly armies, incite revolt in an enemy province or assassinate a general or another agent. If placed in a friendly settlement ishin shishi improve pro-Imperial allegiance and the effectiveness of counter-spying simply by their presence. They are recruited via the propaganda building chain. Ishin shishi are especially effective against shinobi and foreign veterans.
General Information[]
Ishin Shishi are agents of the Emperor, with many useful abilities and skills. When placed in a town, they automatically increase happiness. As they gain experience, the amount of happiness they provide increases, and they even grant a smaller amount of happiness merely by being in the province. Ishin Shishi also greatly speed up the rate at which the populace converts to pro-Imperial allegiance. This combination of factors make them very useful for positioning in newly captured regions, to keep them under control.
Ishin Shishi can also assassinate generals and other agents. They are particularly deadly against geisha, who have no counters against them if they are not aligned with the pro-Imperial factions. Ishin Shishi have skills that cause them to reduce public order in other factions' regions, and they can incite locals to rebel, either allowing the player's faction to wreak havoc in enemy regions or to steal regions from friendly factions. Ishin Shishi can persuade enemy armies into joining their faction, though the cost of this can vary from several hundred to several dozen thousand koku depending on the size of the army.
When placed in armies, Ishin Shishi increase the loyalty of generals, as well as the charge bonus of all units. Ishin Shishi have access to a skill that increases the campaign movement range of armies, which stack with similar skills from other agents and generals.
Finally, high-level Ishin Shishi can provide a variety of bonuses ranging from granting a global discount for training all Imperial units, to a global increase to repression.
The Choshu domain's faction trait, Zeal, reduces the cost of Ishin Shishi actions by 10%.
Should an Imperial faction switch its allegiance by either joining the Shogunate or declaring independence, all its Ishin Shishi automatically disband.
Ishin Shishi are similar to Shinsengumi, with identical skillsets; however, their skill trees are completely different.
