A jujutsu hall is a training dojo that teaches traditional hand-to-hand combat techniques to recruits, improving their fighting abilities in melee. Jujutsu was developed by the samurai as a method of self-defence without weapons when facing an armed and probably armoured enemy. It was a set of techniques that evolved to use an opponent's own weight and movements against them. Like most practical forms of infighting taught to soldiers, jujutsu was not about obeying the rules or being "fair" as is the case in modern martial arts. It was an "art" about killing or disabling an attacker quickly and with whatever was to hand: gouging and even biting an enemy were taught and used. As a way of fighting, it was exactly what you would expect of a system developed by samurai: effective, and deadly.

Upgraded from training camps, Jujutsu halls greatly improve the melee capabilities of troops trained in regions they're built in. This can either shore up the weakness of rifle-armed, modern troops that otherwise have poor melee statistics, or further improve the melee advantage of more traditional troops.
Jujutsu halls tend to be most useful in the early game, where more advanced rifle-armed troops and firing drills aren't available and fighting usually results in a melee. Later in the game, as firepower increases, melee fighting becomes a rarer occurrence, and missile troops may be better served by the Firing Range building type and its improvement to accuracy. However, melee fighting remains relevant in fort battles as well as battling in rough terrain, so jujutsu halls can still have a place for training melee troops throughout the campaign. Jujutsu halls are considered military buildings, and therefore benefit from events that reduce the construction times and costs of upgrading them.
