Still eyes stare at clouds.
The swordsman learns his art over many years: even the simplest of cuts. Death has meaning when it must be thought upon, the outcome is uncertain, and the enemy has a face, a name and a family. The rifle strikes from afar, after only a day's lessons. The target's courage and honour do not matter to the rifleman. He sees only an enemy uniform, impudently in the wrong place.

Research of Modern Rifles grants a modest increase to accuracy of modern rifle units. This includes all line infantry, light infantry, and elite infantry, but does not include revolver cavalry, Matchlock Kachi, and Levy Infantry.
A greater benefit to researching Modern Rifles is the unlocking of the third-tier army building, unlocking the best unlimited line infantry, the Shogunate/Imperial/Republican Infantry, as well as modern skirmishing cavalry, Carbine Cavalry. Researching Modern Rifles and building military academies is particularly valuable for the Choshu, Aizu, and Satsuma domains, as it allows them to access the White Bear Infantry, Vermilion Bird Force, and Black Bear Infantry respectively.
