Nan commandery is a second-level administrative division of central China during the Han Dynasty. The area is featued in the campaigns of Total War: Three Kingdoms. The commandery is bugged, and does not have a fertility level.
Nan is a commandery that consists of two counties, able to produce the following resource:

Nan is located in central China, just north of the Yangtze river. It is located between the factions of Sun Jian and Liu Biao. Nan is surrounded by the following commanderies:
- Nanyang commandery to the north
- Runan commandery to the north-east

- Badong commandery to the west
- Xiangyang commandery to the north-west

Development Strategy[]
Nan commandery has an issue where it does not have a fertility level. This means that, despite having a Livestock Farm, food production will be suboptimal at best. This leaves the commandery in somewhat of an odd position where generating commerce Income is probably the best bet. Due to its small size and lack of fertility, both industry income and food production are off the table.
Another possible option is to focus on building military buildings or perhaps government buildings such as Tax Collection or Administration Office.
