Qu Pan is a non-playable faction in Total War: Three Kingdoms. It starts the campaign in southern China, located in Jiuzhen commandery. The faction exclusively appears in 190. Gaining a rank as a duke, king, or emperor will rename it to Jiuzhen.

Qu Pan isn't a playable faction and therefore doesn't have any unique units, buildings or features.
Starting Situation[]
Rise of the Warlords (190)[]
Qu Pan starts the campaign in full control of Jiuzhen commandery in southern China. Together with two other minor warlords – Ying Shao and Zhou Huan – Qu Pan starts the game at war with Shi Xie. He is rather weak, and his options to expand are very limited, as he can take on neither Shi Xie nor the nearby Nanman leader King Mulu. He will most likely be conquered by Xie.
