
In Total War Saga: Troy, Royal Decrees are technological upgrades that last permanently. Each decree requires a certain amount of turns before it is issued. Having a higher administration efficiency rating reduces the amount of turns it takes. Some latterly decrees require an upfront payment of resources as they are being issued.
There is a separate tech-tree for each of the 5 different resources. Each character starts with two primary decrees already issued.
