In Shogun: Total War, the shinobi is a spy, the first example of that type of agent in the Total War franchise.

When a shinobi sent to a settlement of an enemy clan, you can learn that settlement's details and unit information from armies stationed there. Unlike spies in the later Total War games, shinobis don't have the power to sabotage enemy buildings, they are, however, able to sow unrest in an enemy province, a feature unique to the shinobi.

They can be recruited from Tea House.

Shinobi are spies, and placing one in an enenmy territory allows you to inspect his armies. If left in your own territory, they act as counterspies, seeking out and destroying enemy agents. Shinobi also act as secret policemen, maintaining control and improving the loyalty of a province. They can also do the reverse in enemy territory, decreasing loyalty and inciting rebellion. [1]
