Wuling Commandery is a second-level administrative division of southern China during the Han Dynasty. The region is featured in the campaigns of Total War: Three Kingdoms.
Wuling is a commandery that has low fertility and consists of three counties, able to provide the following resources:

Wuling is located in south-eastern China, at the edge of Nanman Lands. It is the capital of King Shamoke. It is surrounded by the following commanderies:

Development Strategy[]
Wuling is fairly unremarkable. While it has a rice paddy in its border, it has low fertility which makes it ill-suited for farming. Instead, try to make it an economic province. Your toolmaker can generate a lot of industry so it might be worth investing in State Workshops and Private Workshops.
If you are playing as King Shamoke or another Nanman faction, build Labour Guilds and Artisanal Guilds instead.
