Starting Situation[]
Mandate of Heaven (182)[]
Ying Shao starts the Mandate of Heaven campaign in an entirely different position than his 190 campaign, namely in Lean commandery. Characters
Rise of the Warlords (190)[]
Ying Shao has full control over Yulin commandery, but starts the game at war with the much more powerful governor Shi Xie. Realistically, his only way to expand is to cross the Yu River into largely undefended Han territory and expand there, building up their strength away from Xie.
