
Palace of Yuan
Yuan Administration Office is a building chain in Total War: Three Kingdoms. It can only be constructed by Yuan Shao. It replaces the default Administration Office building chain. It provides more income, while also providing Lineage and local public order. However, the upkeep is slightly higher than the default building, and the different branches are also removed entirely.

The complex language of bureaucracy and its administrative matters is understood as naturally as breathing to those versed and trained in governance; they serve in the civil service for generations, learning to give wise counsel and gleaming admirable knowledge of court intrigues. A descendant of such talents judges their staff by their ancestor’s own high standards, so the clerks that work in this office do so with focus and dedication, whether raising a garrison or collecting taxes. To do any less would bring shame on their venerable lord.

Yuan Magistrate
Each digit of a hand must work in concert or fumble and fail to grasp when needed. A civil servant – maybe a descendant of a line of venerable bureaucrats – understands that the roots and branches of administration must be equally strong to be efficient; each branch must stretch for ambition without suppressing the other’s reach, while the root supports all. This is achieved by carefully delineating roles within the service. A magistrate organises the raising of a garrison for security, as well as collecting taxes from registered households.

Secretariat of Yuan
Laws bound by the written word. For efficient administration, it is vital that clear guidelines be established for officials to follow. A secretariat is trained in drafting documents, translating instructions and statutes into legalese. It is no coincidence that this organisation comes from Yuan Shao’s government, as he himself is a product of a long and illustrious lineage of fine civil servants, many of whom served the Han dynasty. Yuan inherited this talent for bureaucracy and diplomacy, increasing the morale of those under his rule.

Directorate of Yuan
Government needs strong foundations. A directorate oversees the officials and assistants serving on the administration of the city. Systems of management are reviewed to ensure that they are free of unnecessary obstructions, guidelines are documented as clearly as possible, and performance is monitored for instances of merit or incompetence. The daily business of administration is therefore easier to navigate and execute, enhancing the diplomatic standing of Yuan Shao, who understands that war cannot be fought without firm foundations.

As the officials toil inside, tending to the administrative needs of the city, they can exalt in the fact that they join Yuan Shao’s rich lineage of civil service. The people’s morale is raised as confidence and belief grows that they serve under one surely destined for the Mandate of Heaven. Yuan Shao’s grand ambitions are realised within the mighty walls of this place, undoubtedly foreshadowing his future as emperor of China.
